In 1848, conservative forces were able to suppress Liberal Movements but could not restore the older order. Liberalism was associated with representative government through the Parliament and the Constitution. Since the French Revolution, liberalism has stood for eliminating priestly privileges and ending tyranny. Although conservative forces successfully suppressed liberal movements in 1848, they could not restore the previous order. Monarchs realised that only by making compromises with the liberal-nationalist revolutionaries could the uprisings be put down. As a result, after 1848, the despotic kingdoms of Central and Eastern Europe began to implement reforms. Serfdom and bonded labour were therefore abolished in both the Habsburg dominions and Russia. In addition, the Habsburg monarchs allowed the Hungarians greater liberty.
