General Dyer assumed command after the declaration of martial law in 1919.
On April 6, 1919, Mahatma Gandhi began a hartal in protest of the Rowlatt Act. Numerous cities organised rallies, railroad workshop workers went on strike, and shops shuttered. The British government chose to crack down on nationalists in response to public uprising and concern that communication channels like the railways and telegraph might be interrupted. Mahatma Gandhi was denied entry to Delhi, and local leaders were brought in from Amritsar. On April 10, Amritsar police opened fire on a peaceful demonstration, setting off a wave of attacks on banks, post offices, and train stations. Martial law was enacted as a result.
