Detailed Solution

General Dyer assumed command after the declaration of martial law in 1919.
On April 6, 1919, Mahatma Gandhi began a hartal in protest of the Rowlatt Act. Numerous cities organised rallies, railroad workshop workers went on strike, and shops shuttered. The British government chose to crack down on nationalists in response to public uprising and concern that communication channels like the railways and telegraph might be interrupted.
