In 1940 the Muslim League moved a resolution demanding Independent states for Muslims.
The resolution did not refer to partition or Pakistan. Beginning in the late 1930s, the League began to regard the Muslim community as a separate "nation" from Hindus. This idea may have been influenced by the history of conflict between Hindu and Muslim groups in the 1920s and 1930s. More importantly, the 1937 provincial elections appeared to have persuaded the League that Muslims were a minority and that they would always be second fiddle in any democratic structure. It feared that Muslims would be underrepresented.
