In 1947 the boundaries of several old states were changed based on language. After independence, the limits of antique states were modified to create new states. At the time of independence in 1947, India consisted of 571 disjointed princely states that had been merged collectively to shape 27 states. The grouping of states at the time became based on political and ancient issues as opposed to linguistic or cultural divisions. However, this became a temporary arrangement. Because of the multilingual nature and variations among numerous states, there has been a desire for the states to be reorganized on an everlasting basis.
