In a Unitary system of government, there is no division of subjects amongst various levels of government.
In small countries with less homogenous populations, the administration is usually carried out by a single government. This form of government is called the unitary system. Even when there is more than one level of government, these are not autonomous. The governments of the constituent units are subordinate to the central government and exist only for the purposes of better administration. Since the central government can direct them to carry out certain functions, there is no need for the division of power. This helps in the uniform administration of the country.
