Yes, it is true that in a glass prism, speed of red light is maximum.
The speed of light depends upon the wavelength of the colour. As the wavelength of violet colour is minimum and that of red colour is maximum, accordingly, in glass, speed of violet light is minimum and speed of red light is maximum. Due to different speeds for light of different colours in glass, the rays of different colours are refracted differently while passing through a glass prism.
