Halogens have relatively small atomic radii compared to many other elements. Small atomic size means that the outermost electrons are closer to the nucleus, leading to a stronger attraction for electrons. 

Halogens have one electron less than a full outer electron shell. To achieve this stable configuration, halogens readily accept an additional electron when bonding with other elements.
