In Belgium, apart from the Central and State governments, there exists a third kind of government called community government.
To alleviate the conflicts among the various linguistic groups, the leaders of Belgium decided to accommodate the differences. To reach a power-sharing agreement that was agreeable to all the groupings, they revised their Constitution several times. They developed a federal structure of government which gave different regions more autonomy. In addition to the federal and state governments, a "community government" was established. No matter where they resided in the country, all members belonging to a specific linguistic group were permitted to vote for it. It has special powers on issues related to culture, education and language for that linguistic community. Thus, each linguistic group has its community government.
