In Civil Disobedience Movement, the industrial working class did not participate on a large scale except in the Nagpur region. The workers participated in utilising Gandhian ideals against their apprehension of low wages. They led movements against the low wages and poor working conditions. The workers' organisation organised boycott campaigns and rallies. The Congress was dominated by the higher classes and favoured industrialists. Supporting workers against the industrialists would have put Congress in a tight spot. So, they were often reluctant to accommodate workers' demands in their program of struggle.
