In India, major steps towards decentralisation and strengthening of the third tier were taken in 1992. Regular elections for local government bodies were provided under the Constitution by the Constitutional Amendment Act of 1992. Seats in elected bodies were reserved for Scheduled Castes, Scheduled Tribes, and Other Backward Classes (OBCs). Women could now hold at least one-third of all posts and seats in the local bodies. The State Election Commission was established as an impartial body to oversee Panchayat and Municipal elections. State governments were obligated to share part of their authority and money with local governments.
