India is a holding together federation, which means that the Central government has more powers over the States. Federalism is a system of government where the emphasis is divided between a central authority and various constituents of the country. The balance of power between the State and the Central government is of two types- coming together and forming a federation. All the states have equal power and are strong in a coming together federal government like in the USA. Meanwhile, a large country divides its power between the constituent states and the national government in a holding together like in India and Spain. In this case, the central government tends to be more powerful than the states.
