In pre-revolutionary France, 60% of the land was owned by the First and Second Estates and the wealthier members of the Third Estate.
In eighteenth-century French society, only those who belonged to the third estate paid taxes. Peasants made up 90% of the population, which was the majority. However, only a small number truly owned the cultivated land. Instead, 60% of the property was held by nobles, the Church, and other wealthy third estate members. The top two estates, the clergy and nobility, had some privileges bestowed upon them by birth. The biggest of these was the exclusion from paying state taxes.
