Early in the 1920s, a militant guerrilla movement, a style of struggle that the Indian National Congress did not support, took root in the Andhra Pradesh region's Gudem Hills. The colonial authorities had blocked off vast portions of the forest here and in other forested areas, making it impossible for residents to enter the forests to graze their cattle or gather fuelwood and fruits. The hill people were outraged by this. They felt that their traditional rights were being denied, in addition to damaging their livelihoods. So they rebelled when the government made them do 'begar'(forced labour) to build roads.
