Charge will flow only when the circuit is closed,  i.e., all keys are closed.
Initial charges q1=100  μC and  q2=80  μC
If a charge q flows anticlockwise, new charges are q1'=100q  and   q2'=40q
KVL100q1+40q2=0       q=80μC
             New charges are 20μC  and  40μC capacitor C2  does not lose energy finally
