Lala Lajpat Rai held a special congress session in Calcutta in 1920. A special congress session presided by Lala Lajpat Rai was held in September 1920 at Nagpur. The non-cooperation movement was adopted by Congress during the conference. Mahatma Gandhi proposed many strategies for the implementation of the non-cooperation movement, such as the beginning of the movement would be done by the surrender of titles and honours; the movement would boycott civil services, army, police, British courts, legislative assemblies, schools, and colleges; British goods would be replaced by domestic goods; and in the case of government suppression, a civil disobedience movement would be launched. Mahatma Gandhi predicted that swaraj could be attained in one year if the non-cooperation movement was successful, which proved to be wrong later.
