Early in the 1920s, a militant guerilla movement took root in the Andhra Pradesh Gudem Hills. Although this movement was distinct from Gandhi's non-cooperation movement, Gandhiji served as its inspiration. The protest was directed at the forest laws. The colonial administration forbade residents from accessing the forest to graze their livestock, gather firewood, or gather fruits. The people of the hills were incensed by this. When the government forced them to work for free (Begar) for the construction of roads, they were deprived not only of their means of subsistence and sustenance but also of their traditional rights.
