Metals have free ions and lattice, which easily allow current to pass through them. Wires are also made up of metals. A steel spoon, a metal clip and copper wire conduct the electricity, and the bulb will glow. A plastic clip is not a metal, and it cannot pass electricity. If the plastic clip is connected between terminals A and B, then the current will not flow through it.
