Newton's third rule states that force is a push pull that operates on an item, resulting in contact with another object, and that two forces are known as action and reaction forces.

He can reach the shore by applying Newton's third law of motion. 

When the user pushes forward, the ice provides very little reflex force. 

However, this reaction force will assist him in moving forward. As a result, Newton's Third Law will assist him in reaching the shore.
