Since O2 is strong ligand all  d6 electrons are paired in  t2g orbitals with t2g6eg0 configuration. But in deoxyhemoglobin as the strength of H2O ligand decreases the Fe2+ ion changes from low spin t2g6eg0  to t2g4eg2 configuration. So diamagnetic Fe2+  ion changes to paramagnetic Fe2+. Since in deoxyhemoglobin all the five d orbitals are filled with electrons, there will be some repulsion between orbitals and the size of  Fe2+ increases. Due to change from strong field to weak field the colour also changes.
