In the years after 1919, we see the national movement spreading to new areas, incorporating new social groups and developing new modes of struggle.
The national movement extended into new regions, included new social groupings, and adopted new revolutionary warfare tactics in the years after 1919. The war formed a unique political and economic situation. It led to increased taxes, including higher customs fees and the implementation of an income tax, as well as a considerable increase in defence spending, which was paid for by war loans and growing taxes. Soldiers were needed from villages, and the forced recruitment of people in rural areas sparked intense resentment. Then, in 1918–19 and 1920–21, many regions of India experienced agricultural failure. There was also an influenza pandemic at the same time. People believed that once the war ended, their suffering would end. But that didn't take place. At this point, a new leader emerged and offered a different approach to the conflict.
