In the Nagpur session of the Indian National Congress, the Non-Cooperation program was adopted.
The suggestions of Non-Cooperation worried some members of the Indian National Congress. They were reluctant to boycott the November 1920 council elections because they feared the movement might provoke violence. There was a heated debate within the Congress between September and December. There appeared to be no common ground between the movement's supporters and detractors for a long. Finally, a compromise was reached, and the Non-Cooperation programme was adopted at the Congress session in Nagpur in December 1920.
