In 1928, Motilal Nehru and eight other Congress leaders drafted a Constitution for India. The British government established the Simon Commission in November 1927 with the mandate to investigate how the Government of India Act of 1919 was implemented and to make recommendations regarding constitutional changes for India. It irked the leaders of the nationalist movement that the Commission did not have even a single Indian member on its roster. Despite the fact that the British acknowledged the dissatisfaction, they did not alter the membership of the Commission. Instead, they demanded that the Indians demonstrate that they could write a constitution independently. The Nehru Report 1928 was a response from the leaders of the nationalist movement to the challenge that was presented by the British.
