Although several provinces boycotted council elections throughout the Non-Cooperation Movement, Madras failed to. In Madras, a non-Brahmin group, the Justice Party did not wish to boycott the by-elections. The members of the Justice Party were not Brahmans, and therefore they had not been able to win the election because the Brahman elections were invariably won. They felt that running for council elections was solely to gain power that the Brahmans might only achieve. Council elections were delayed in several provinces outside of Madras, wherever the Justice Party, a non-Brahman party, felt that connection to the council was among the suggestions to realise the power was only to Brahmans.
