In the Nagpur session of Congress in December 1920, the Non-Cooperation program was adopted.
The proposals regarding the unfolding of the Non-Cooperation movement brought up many deliberate discussions and debates within Congress. While some, like Gandhiji, wanted the surrender of titles, awards, and the boycott of civil services, the army, the police, and the courts, others were reluctant to start with the boycott due to the council elections, which were scheduled for November 1920. Moreover, some even showed fear of the possibility of the movement's violent turn. After a series of discussions and debates from September to December, a compromise was finally worked out in December 1920 in the Nagpur session of Congress. Finally, the Non-Cooperation movement was adopted.
