In the Calcutta session of 1920 of the Indian National Congress, Mahatma Gandhi convinced other leaders to start a Non-Cooperation movement in support of the Khilafat movement. Ottoman Turkey was defeated in the First World War. There were rumours that the Ottoman emperor, who served as the spiritual leader of the Islamic world(the Khalifa), might be subject to a punitive peace pact. In Bombay in March 1919, a Khilafat Committee was established to preserve the Khalifa's temporal authority. Young Muslim leaders like the Ali brothers, Muhammad and Shaukat, started talking with Gandhi about the potential for a coordinated mass movement on the problem. They were supported in their cause by Gandhi.
