The constitution of India gives three tiers of government to India - Central Government, State Government, and local self-government. The decentralisation of power was recognized by the constitution through a constitutional amendment, this made democracy more powerful and effective. Earlier there have been several attempts made to decentralise the power to the level of village and town. This major step was taken in 1992. Regular elections in local government bodies, seat reservations for SC, ST, and OBC, one-third reservation for women, power and revenue sharing with state government, and independent state election commission to conduct panchayat and municipal elections all come through a constitutional amendment.
