In 1992, a significant step toward decentralisation was taken. The Constitution was amended to strengthen and expand the third tier of democracy. Local governance was established in urban and rural areas, and they were given decision-making authority. The following provisions of the Constitutional Amendment: Regular elections for local government bodies have been made mandatory. Reservation of seats in elected bodies for scheduled castes, scheduled tribes, and other backward classes. Women were given one-third of the seats in local government.
