The Indian Industrial and Commercial Congress emerged in 1920.
Indian industrialists and merchants generated enormous gains during the First World War and rose to prominence. They reacted to colonial regulations that limited economic activity because they were eager to grow their business. In addition to protection from imports of foreign goods, they desired a rupee-to-sterling exchange rate that would deter imports. They established the Federation of the Indian Chamber of Commerce and Industries (FICCI) in 1927 and the Indian Industrial and Commercial Congress in 1920 to organise commercial interests.
