Kaiser William I was proclaimed the German Emperor in a ceremony held at Versailles in January 1871. He served as the nation's first head of state.. Prussia completed the unification of Germany after the three long battles with Danish in 1862, followed by Austria in 1866 and the final battle with Franco- the Prussian war in 1870-1871. He hesitated to accept the Constitutional title of "Deutscher Kaiser", meaning the Emperor of Germany, as it would overshadow his kingdom, Prussia. The unification of Germany is credited to Otto Von Bismarck. The new appointee Otto Von Bismarck, Prime Minister Of Prussia, had turned the table of the political situation in favour of Prussia.
