The Non-Cooperation-Khilafat Movement got launched in 1921. Through the summer of 1920, Mahatma Gandhi and Shaukat Ali toured extensively, rallying popular support for the movement. Finally, at the Congress session at Nagpur in December 1920, the Non-Cooperation programme was adopted and began in January 1921. Various social groups participated in the movement, each withspecific aspirationsn and understanding. All of them responded to the call of Swaraj, but the term meant different things to different communities.
