The Treaty of Vienna was signed in 1815. Following Napoleon Bonaparte's defeat, the majority of European governments sought to defend their positions against revolutionary ideas. They modified their policies to reflect a conservative mindset, promoting society's established institutions like the monarchy and the Church. They did not want a total return to pre-revolutionary times. This was because they came to recognise the fact that modernisation could strengthen these old institutions. Following these developments, the Treaty of Vienna was negotiated in 1815 after Napoleon's death to undo the alterations that had occurred during the Napoleonic wars. The signatories of the Treaty of Vienna were the countries that defeated Napoleon, namely Russia, Prussia, Austria and Britain.
