India is a federation, as the power is shared between the union government and the state government.  The three-fold distribution of legislative powers by the constitution clearly defines the control and jurisdiction of the central and state governments. The union government has authority over the subjects mentioned in the union list, and the state government controls the matters mentioned in the state list. The subjects in the concurrent list are of common interest to both. The subjects or issues not in these lists come in the residuary list, and the union government has the power over the matters in the residuary lists.
