Indian National Congress participated in the second round table conference.
The British government called the first round table meeting in November 1930 to discuss the Simon Commission's suggestions. However, the Indian National Congress boycotted it. Indian princes, the Muslim League, the Hindu Mahasabha, and others were among those who attended the summit. Nothing came of it, however. The British knew that without the cooperation of Congress, no significant constitutional reforms could be implemented. Lord Irwin, the viceroy, made efforts to encourage Congress to participate in the second round table congress. Gandhi and Irwin established an arrangement in which the government promised to free all political prisoners facing no allegations of violence in exchange for the suspension of the civil disobedience action by Congress. As a result, the Congress agreed to participate in the 2nd round table congress at the Karachi session in 1931, presided over by Vallabhbhai Patel. Gandhi represented the September 1931 session.
