Initially when a bulb is set up in the circuit it does not glow but when more cells are added it glows. That means initially the voltage was not enough.

In this case initially voltage was not more than minimum required voltage but when more cells are added the voltage increases and it crosses the minimum limit and the bulb starts glowing.
