Inland Emigration Act restricted the free movement rights of plantation workers.
For field workers in Assam, freedom meant the right to enter and leave their confined confined spaces and to maintain a link with their village of origin. Under the Inland Emigration Act of 1859, field workers were not permitted to leave the tea gardens without permission, and in fact, they were rarely granted such permission. Upon hearing of the Non-Cooperation Movement, thousands of workers disregarded the authorities, left the fields, and returned home. They believed that Gandhi Raj was coming and everyone would be given a place in their neighbourhoods. However, they never got to where they were going. They were confused on the road due to the train and train strikes. They were arrested by the police and brutally beaten.
