The Inland Emigration Act restricted the free movement rights of plantation workers. For field workers in Assam, freedom meant the right to enter and leave the confined space of their confinement. It meant maintaining a link with their village of origin. Field labourers were not permitted to leave the tea gardens without permission under the Inland Emigration Act of 1859, and such permission was rarely granted. Upon hearing of the Non-Cooperation Movement, thousands of workers disregarded the authorities, left the fields, and returned home.
