Inland Emigration Act was implemented in 1859.
Plantation employees were not allowed to leave the tea gardens without permission under the Inland Emigration Act. Thousands of workers disobeyed the authorities, fled the plantations, and went home after learning about the Non-Cooperation Movement. They thought the Gandhi Raj would soon arrive and provide everyone land in their communities. They, however, never arrived at their destination. Due to a railway and ship strike that left them stranded, so they were apprehended by the authorities and brutally tortured.
