Ionic species are stabilized by the dispersal of charge. The carboxylate ion C is the most stable. The negative charge on O is dispersed through resonance in the carboxylate group. The negative charge is further dispersed due to negative inductive effect (-I effect) of F and Cl atoms present on α-carbon atoms. The decreasing order of -I effect is F-CH2-COOCl-CH2-COO. In fact, methyl group causes +I effect and destabilizes the carboxylate ion.
