We know that there are two types of charges. The nature of charges presents on the surface of charged balloons is the same. Since the same charges repel each other, two charged balloons repel each other. But if the two ballon acquires different charges, they will not repel as opposite charges attract each other. Also, when a charged body comes in contact with an uncharged body, the uncharged body gets a charge on its surface due to the induction of charges. Since unlike charges attracts each other, a charged body always attracts an uncharged body. Hence an uncharged balloon is attracted by the charged balloon.
