Action is always equal to the reaction but they acts on two different objects. In the motion of horse and cart, the horse pulls the cart with a force in the forward direction, called action. The cart in turn pulls the horse with the same force in the backward direction known as reaction. These two forces are balanced. While pulling the cart, the horse pushes the ground backward with its foot known as action. As a reaction of the ground pushes the horse in forward direction, this force is greater than the force acting on the horse due to cart in backward direction. As a result of this unbalanced force horse and cart as system move in forward direction. Thus, the given statement is false.
