The above statement is false. The Turkish Sultan, or Khalifa, was subjected to a harsh treaty by the British in 1920 after he was defeated in the First World War. Indian Muslims were eager for the Khalifa to retain control over Muslim holy sites in the Ottoman Empire. Mohammad Ali and Shaukat Ali, the leaders of the Khilafat movement,  desired to start a full-fledged Non-Cooperation Movement. Gandhiji agreed, and on August 31, 1921, the Khilafat Non-Cooperation Movement was launched. People began to resign from government positions. People lit public bonfires made of foreign fabric. Hence, the correct statement would be Mohammad Ali, and Shaukat Ali started the Khilafat movement.
