Indian Muslims were eager for the Khalifa to retain control over Muslim holy sites in the Ottoman Empire. Gandhiji agreed, and on August 31, 1921, the Khilafat Non-Cooperation Movement was launched. People began to resign from government positions. People lit public bonfires made of foreign fabric.
