It is done to remove small particles like clay which are present in the colloidal state. Alum neutralises the negatively charged clay particles, which coagulate at the tank's bottom. The suspended particles from water are removed by the sedimentation process where water is allowed to stand, and the suspended impurities settle down at the bottom of the tank. So, adding alum to water hastens sedimentation.
