Detailed Solution

The above statement is True.
Mahatma Gandhi was barred from entering Delhi when he launched a satyagraha against the Rowlatt Act. The Act was passed through the Imperial Legislative Council even when it was met with unanimous opposition from the Indian members. It gave the British government enormous powers to suppress political activities and detain political prisoners without trial for at least two years. Gandhi launched a nationwide satyagraha, but the British tried to clamp down on nationalists. They arrested local leaders from Amritsar and barred Gandhi from entering Delhi.
