It is true that not all social groups were moved by the concept of Swaraj. The Civil Disobedience Movement had limitations. Not every group of people participated wholeheartedly because of many reasons. There were communities formed on a religious basis, such as Hindu Mahasabha, Muslim League, and Dalits association. The Congress had ignored Dalits for so long because it feared offending the upper-class conservative Hindus. Also, it excluded Muslims because of the objection of Hindu Mahasabha. Thus, these conflicts prevented them from uniting for a single cause.
