Numerous nomadic pastoralist groups were labelled "criminal tribes" and made to work under government control in factories, mines, and plantations. To work on tea plantations in Assam, men and women from forest communities like the Santhals, Oraons, and Gonds of Jharkhand and Chhattisgarh were hired. Their wage was low, and they had terrible working conditions. They could not return to the communities or places from where they were recruited.
