Sliding friction is friction that comes into play when the surface of one object is in relative motion to the surface of another. For example, Static friction arises when you push the bag on a flat surface. On the other hand, sliding friction arises when you push the same bag over an inclined surface.
When irregularities on the surfaces of two objects in contact interlock, friction is created. There is relatively limited time allowed for interlocking during sliding. Therefore, interlocking is weak. Because of this interlocking, less force is needed to overcome it. Sliding friction is smaller than static friction for this reason.
