Yes, sugar is soluble in water, but the chalk is not as when sugar is put into water; the water molecules break the sugar into small molecules. These sugar molecules are then dispersed throughout the water and are so small that they cannot be individually seen and are said to be dissolved in water. But, on the other hand, water cannot break the bonds present in chalk and hence chalk is insoluble, and this is the concept we can also use when we are given some unknown substance, and we want to know the identity of that particular substance.
