Surontiko Samin, a resident of the teak forest settlement of Randublatung, began contesting the state's ownership of the forest around 1890. He asserted that the state couldn't own them because the government didn't create them. Within a short period, a large-scale movement was born. Samin's sons-in-law were instrumental in its planning. By 1907, more than 3,000 families were implementing his ideas. As a protest, several people refused to pay taxes or fines or perform any kind of labour when the Dutch arrived to survey their land.
