The above given statement is false.
In a series circuit, all components are connected end-to-end, forming a single path for current flow. From the given circuit, we can understand that the connection is in series. Thus the current through the resistors are the same while voltage across them is different.
Let R1=5 Ω
and R= unknown resistor
Let the voltage across 5 Ω resistor is V1 and the voltage across R Ω resistor  is V2
It is given V1=10 V
V2=6 V
Since the connection is in parallel the effective voltage is the sum total of the voltage across each resistor given.
Here the effective voltage will be the sum of the voltage drop across R1and R
Thus V=V1+V2
=>V=10+6
=>V=16
