Static friction has a greater value than kinetic friction because static friction acts when the body is at rest. And there is much more intermolecular attraction between the object and the surface for a long time, which must be overcome first. Whereas in kinetic friction, one object is in a moving condition. A rough surface will have more friction because, on a rough surface, there will be more irregularities. They will cause interlocking, which in turn creates more frictional force. For a smooth surface, irregularities and interlocking are less and hence have less friction.
For a body in rest position, the friction that acts is called static friction. This friction resists the body from coming into motion. The applied force at this time will always be less than the static friction force.
